What does it mean by the fantastic, sombre tangle of drowned land, a pair of ospreys wheel inslow,widecircles?

Sounds like the aftermath of a flood. Ospreys are raptors (birds of prey). These ospreys are searching the ground for dead or dying animals they can eat.
